'This is payback for Greece'

Debt: IMF boss Christine Lagarde has said Greece's economic crisis is "payback" for years of dodging taxes and that she's more concerned by poverty in Africa.
THE head of the IMF has said she is more concerned about poor Africans than by Greeks hit by the economic crisis.
IMF boss Christine Lagarde told the Guardian newspaper in an interview published online on Friday, "As far as Athens is concerned, I also think about all those people who are trying to escape tax all the time. All these people in Greece who are trying to escape tax."
The IMF managing director said Greeks should "help themselves collectively" by "all paying their tax", adding that she thought "equally" about those deprived of public services by the crisis and those involved in tax avoidance.
Caught in a fifth straight year of recession, Greece is struggling to apply a tough austerity overhaul in return for EU-IMF loans, but has already made drastic cuts to public services.
On children affected by the cuts, Ms Lagarde said their parents needed to take responsibility.
"Parents have to pay their tax," she was quoted as saying.
"I think more of the little kids from a school in a little village in Niger who get teaching two hours a day, sharing one chair for three of them, and who are very keen to get an education," she added.
"I have them in my mind all the time. Because I think they need even more help than the people in Athens."
Asked whether it was "payback time" for Greece and other debt-ridden eurozone economies, she responded, "That's right", the newspaper said.
Greece in 2010 committed itself to a reform program in return for hundreds of billions of euros (dollars) in bailout funds from the EU and the International Monetary Fund to prevent a default.
Many of the reforms are currently in limbo, however, as Greece awaits a new general election on June 17 after an inconclusive vote on May 6.
The IMF, along with European leaders, has said it will not bend on tough conditions attached to its loans to Greece, with fears rising that the debt crisis could culminate in a Greek exit from the eurozone.

U.S. ambassador criticizes Bosnian politicians

SARAJEVO -- U.S. Ambassador in Sarajevo says that if Bosnian politicians cannot find solutions themselves, there is a question whether the country is ready for NATO and EU.
U.S. Ambassador to Bosnia-Herzegovina Patrick Moon has criticized the Bosnia-Herzegovina politicians, pointing out that they have to realize that in democratic societies they were responsible for finding solutions.
“They cannot just stand there and say – I won’t change my position,” Moon stressed.

The U.S. ambassador repeated that Bosnia-Herzegovina needed reforms that would make the authorities more functional and efficient.

According to him, the constitutional reform is also necessary and it would resolve the vacuum which caused the high representative to impose his decisions.

However, Moon is against forming of the third entity in Bosnia-Herzegovina.

“Besides, I believe that the Constitution should do a better job of protecting the rights of the Croatian people without creating the so-called third entity because it would be a step in the wrong direction,” he told Sarajevo based daily Oslobođenje.

EU “will ask Serbia to recognize Kosovo”

BELGRADE -- Democratic Party of Serbia (DSS) leader Vojislav Koštunica says the EU will request from Serbia to give up on Kosovo in order to start the EU accession talks.

He expressed belief that newly elected Serbian President Tomislav Nikolić would inform citizens about it once he got the official request from Brussels.
“The Serbian public should know that the EU will soon start with the most brutal pressure and blackmails, requesting from Serbia to completely give up on Kosovo in order to start the EU accession talks. Such messages are already being brought by diplomats from the EU states,” Koštunica told Beta news agency.

He pointed out that it was very important that an opposition representative was elected as the new president because he “is convinced that Nikolić will inform citizens about the things the EU requested from Serbia when Brussels informs him about its plans”.

“Nobody will be able to deceive the Serbian citizens anymore when it comes to the EU’s policy toward Kosovo. Time has come for the truth and it is up to President Tomislav Nikolić to tell it to the Serbian people once the EU has informed him about the conditions for the beginning of the EU accession talks,” the DSS leader explained.

Koštunica added that he “immediately rejected the idea and informed the Serbian citizens about it when he as the PM first heard from the Western diplomats that their goal was Kosovo’s independence”.

Nikolić has announced that he would visit Brussels first thing after the inauguration.

Nikolić, Putin meet in Moscow

MOSCOW -- Newly elected president Tomislav Nikolić assured Russia's President Vladmir Putin Saturday that cooperation between the two countries would be “progressive“.

Putin said that the new Serbian president could count on Moscow's support in the implementation of his policy.
The two officials met on the margins of the at the 13th United Russia Congress in Moscow on Saturday.

Nikolić thanked Putin for Russia’s support to Serbia on the international scene, especially when it comes to preservation of Kosovo within Serbia.

“I assure you that the cooperation between Serbia and Russia will be progressive. I assure you that Serbia is Russia’s partner in the Balkans,” he told the Russian president.

“Serbia is on the road toward the EU. It’s a long and uncertain journey. We will organize the country in accordance with the EU rules,” the newly elected Serbian president said and added that he so far had not heard that Serbia had to recognize Kosovo’s unilaterally declared independence.

“We cannot do it, even if it means we have to stop the negotiations that very moment,” Nikolić stressed.

He also pointed out that Serbia was military neutral according the resolution passed by the Serbian parliament.

“Serbia will not join NATO,” he said.

Putin noted that the economic cooperation between Russia and Serbia had grown in the previous year.

“But it can be even better,” the Russian leader stated.

The two officials then continued the meeting behind closed doors.

The delegates chose Russia’s Prime Minister Dmitry Medvedev as the party leader at the Saturday congress.

Putin stressed after he was elected president that according to the Constitution he was not obligated to resign from the party but that he would do so “in the spirit of what is happening in Russia’s political life”.

Nikolić also resigned from the Serbian Progressive Party (SNS) and he is no longer its leader.

Considering that he is not visiting Russia as the Serbian president, his meeting with Putin is unofficial.

More than 3,000 participants, including 671 delegates, 1,600 guests, representatives of 30 delegations and more than 1,000 accredited reporters, will take part in the congress.

Democratic Party of Serbia (DSS) deputy leader Nenad Popović will also attend the United Russia congress.

The Archbishop of Athens and All Greece Hieronymos is paying an official visit to Russia on the invitation of the Patriarch of Moscow and All Russia Kirill. The Greek Orthodox primate also met with Russian President Vladimir Putin yesterday at the Cathedral of Christ the Savior in Moscow.
Putin thanked the Greek primate for visiting the country on the day marking the Name Day of Patriarch Kirill of Moscow and All Russia and the Day of Slavic Writing and Culture, noting that the sermon of Saints Kirill and Methodius has a strong cultural tie between Greece and Russia.
“On this day, the spiritual roots that unite us are particularly vivid. I am certain that you will like Russia. We are very happy to see you,” said Putin as he welcomed the Greek Orthodox primate during his first official visit to the Russian Orthodox Church, according to the official website of Kremlin.
Among others, the Greek Archbishop referred to the Name Day of the Russian primate, while he also congratulated Vladimir Putin for his recent re-election and swearing-in as the new president of Russia.
According to the official transcription of the dialogue by the Kremlin, his Beatitude Hieronymos also commented on the historic ties connecting the people of the two countries through the centuries.
“As you already said, our people are linked by many centuries of history – these ties span over many centuries, even before the advent of Christianity in Russia, the colonization that Greek settlers brought to the territory of your nation. But most of all, we are united by the Orthodox faith. We would like to specifically emphasize this today, to ensure great relations between all our Orthodox people,” reported kremlin.ru

ALGONAC, Mich. -
Agents from the U.S. Border Patrol have arrested two Albanians after they allegedly crossed the U.S.-Canadian border illegally by boat.

U.S. Border Patrol says camera operators observed a boat crossing the St. Clair River from Canada and entering U.S. waters at approximately 11 p.m. on Tuesday.

As agents from the Marysville Station responded to the area and spotted the boat in a canal in Algonac, Border Patrol says the boat eventually pulled behind a local bar. The two individuals got out of the boat and made a cell phone call.  The boat quickly returned back to Canada.

After the two individuals made a cell phone call, authorities say the individuals got into a vehicle and drove south on M-29 through Algonac. Border Patrol agents stopped the vehicle where the two individuals admitted to being citizens of Albania illegally present in the United States.

"This is a great example of how we are using both ground agents and technology to prevent illegal crossings of our northern border," said James Crawford, a patrol agent in charge of the Marysville Border Patrol Station.

The two individuals were arrested and are currently being detained pending a removal hearing.

The Albanian Prime Minister, Sali Berisha, gave his maximal evaluations to the NATO summit in Chicago and declared that Albania participated in the decision taken by the NATO members, the consensus for which was undisputable.

“The NATO summit in Chicago was a real success, where excellent preparation and competence prevailed. I can say that consensus dominated in all major decisions. THe main Summit documents passed through full consensus. The organization was excellent and Presiden Obama’s hospitality was wonderful”, Berisha declared.

Berisha spoke about the dinner held by the US President, Barack Obama, in which they discussed the situation in Afghanistan.

Berisha declared that he confirmed to the NATO member leaders Albania’s readiness to give its contribution to this country, beyond the deadline predicted by the NATO.

The Albanian Prime Minister also declared that during his visit he had the opportunity to meet and discuss with leaders of the ally countries, such as the US President Barack Obama, the German Chancellor Angela Merkel, and the newly elected French President, Fraçois Holland, who, according to Berisha, showed great interest about Albania’s development. Berisha also met the British Prime Minister, Cameron, the Italian Prime Minister, Monti, the EU President, Van Rompuy, the European Commission President, Barroso and almost everyone that was present in the summit.

 Since with the fulfillment of the ODIHR recommendation for not implementing the electronic voting in the 2013 elections, for which PM Berisha said that it will be undisputable for any of the parties, this can be overcome as an obstacle, but a main division is the ability to open the boxes and retrieve the evidence.

“Every material must be opened, but only from the court. We agree on this, but if this decision will be given to two party representatives, the elections do not belong to the citizens anymore, but to the representatives of any party. I have no prejudice here. We can open every single box and bring the elections to failure, and endless and incomplete process. But who would want this”, Berisha declared.

“On the recent days, Berisha is bringing other pretenses regarding the right of the two members to have their request be an obligatory order for retrieving the evidence. This right is at the present code, but it was asked to reinforce it in the electoral reform commission. We are talking about the election documentation, and it is no secret that Berisha definitively doesn’t want this. He wants an incomplete and non-transparent process”, declared Damian Gjiknuri from the Socialist Party.

“Berisha wanted to mix this with the presidential election process, so that he can use it as an instrument in favor of this process. Now that both issues are mixed with the presidential election, as the European Commission did not want, it is clear that there will be no compromise.

There is time for closing the electoral reform, but the biggest question is if this time will affect the status in this year.

U.S.: Ratification of the Law of the Sea, what does it mean for Greece?

Top U.S. defense leaders asked the Senate to ratify the United Nations Convention on the Law of the Sea (UNCLOS), because any further delay in the ratification by the U.S. side costs in geo-economic and geopolitical level.

The UNCLOS treaty which is the result of the third session of the UN on the issue (UNCLOS III), and took place from 1973 to 1982 and was signed at Montego Bay, Jamaica among other things provides for the adoption of the institution of the Exclusive Economic Zone (EEZ). This treaty has been active since 1994 and despite the fact that it was signed by the U.S., the Senate has not yet ratified it.

So far a small group of Republicans oppose the ratification of the treaty on the grounds that the U.S. will surrender sovereignty to hydrocarbons found in American continental shelf. According to the Secretary of Defense, Leon Panetta, the ratification is supported by major U.S. industries, oil, energy, shipbuilding, shipping, and communications companies.

L. Panetta emphasized that the industry believes that the UNCLOS provides the legal framework of stability for a prospective business environment and the same applies to the field of national security.

Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, said that the adoption of UNCLOS in fact assists the U.S. strategic goals in areas such as Asia, particularly in the context of China’s naval deterrence in the region. According to the U.S. official the treaty allows for a strong naval presence in the South China Sea.

By opposing the treaty, the U.S. are losing “credibility” because, as noted by L. Panetta “how can we argue that other nations must abide by international rules when we haven’t officially accepted those rules ourselves?”.

In addition, this treaty will help, a maritime nation like the U.S., enforce sea lanes, which is a priority for Washington specifically in the area of the Strait of Hormuz, which Iran has threatened to block. According to Panetta, the ratification of the treaty will allow the U.S. to strengthen the feeling of freedom of navigation and would “isolate Iran, as one of the few remaining non-parties to the convention.”

In case of non-ratification of the treaty, the U.S. will continue to operate in the seas of the world based on customary international law, which can change to their own detriment. Customary law is used as a tool by foreign countries which at times seek to obstruct the free navigation, so the big victim are aircraft carriers and ships of the largest naval force in the world, i.e. the USA.

Finally, L. Panetta added that the adoption of UNCLOS would allow the U.S. to increase the legal and economic control over a huge area of 200 nautical miles from its shores.

As it can be understood, this development could be crucial to the U.S. policy towards what is happening in the Eastern Mediterranean and dictate a policy to be followed in our region. As rightly emphasized by L. Panetta it is not possible to push countries around the world to abide to the international law, while the U.S. are not adopting it.

So the U.S. may be primarily interested in Southeast Asia, due to China’s increasing naval presence which has developed an ambitious naval strategy, including the construction of aircraft carriers, but the fact is that this development will also affect the Eastern Mediterranean which hosts not China, but a country that thinks it can behave like… China, namely Turkey.
From our side we should underline that Greece – the largest maritime trading power on the planet – has every interest in supporting these developments in the U.S. – the largest naval military power in the world – for a range of geopolitical, geo-economic and energy reasons.

The issue of the EEZ is not a “fashion” and / or “populism” as some of its opponents claim in Greece. There is a developing favorable situation for the Greek national interests in the Eastern Mediterranean where the exploitation of hydrocarbon resources is a part – at least – of the solution to the economic problem of the country, and no one in Greece should jeopardize these developments.

EU Mission to reduce number of staff in Kosovo

PRIŠTINA -- A spokesperson for the EU mission in Kosovo said on Wednesday that EULEX would reduce the number of its staff during the summer.

According to a Tanju news agency report, Irina Gudeljevic said that this will come "because the Kosovo institutions made certain progress and the new reality has to be recognized".

She also said said that the cut "would primarily be made in the area of the police and customs services but despite the progress in the sector, great challenges remain in the judiciary sector which will not change considerably".

Priština-based Albanian language daily Koha Ditore reported on Wednesday that the EU intends to reduce the number of its staff in Kosovo by 40 percent and that judges, prosecutors, investigators and other EULEX officials would receive considerably lower salaries in the future.

According to the article, the job cuts the EU mission is set to conduct "imply that it would be present in two regions in Kosovo, in the north and in Priština".

Paris Match: ‘Alexis Tsipras, The Man Who Scares Europe’

Two weeks after the May 6 elections, leader of left-wing SYRIZA Alexis Tsipras continues to be the favorite personality of international press. That doesn’t mean that the remarks are always positive; most of the time, they are negative.


”The man who scares Europe” – as titled by French publication Paris Match – was given to Tsipras a few days before he visits Paris.


The French magazine hosts an interview of the SYRIZA leader, where Tsipras explains that Greece’s “treatment” is worse than bad, while adding that Greeks became the lab-animals of the international financial crisis.


When asked how Greece is in the brink of collapse he answered: “It is not a random event, it is a historical moment for Greece and the whole of Europe. We are at the heart of the crisis of the financial market model and there hasn’t been anything like that before. We haven’t lived anything similar since 1929.” The leftist leader reminded people that the outcome back then was the rise of Nazi regimes.


When asked if the loan agreement was a sign of European solidarity, he responded that “Greeks were given the worst medicine. We became the lab-animals of the world financial crisis. The major countries are waiting for the results of this experiment…If the experiment fails, then the poor Greeks will suffer!”


Regarding the Golden Dawn party, Tsipras stated that the election outcome surprised him as well but “it expresses the vast discontent of the society.” “It was a vote against the political status quo. Many people hadn’t realized what Golden Dawn party members really stand for. Now that the voters see what these people really are, I believe that much less people will vote for them,” he added.


The French magazine gives its own explanation for the rise of the right extremist party, saying that since 2009, Greeks are increasingly more frustrated against the traditional parties and their corrupted policies, so they turned to extremists to punish the system. Immigrants are presented as the victims of their frustration. Paris Match also describes Athens in its article, saying “it melts in misery,” presenting an ugly image of the Greek capital.



Kosovo: Homes of Serb returnees set on fire

PEČ -- Two houses belonging to Serb returnees were burnt down in the village of Drenovac in Kosovo and Metohija, late on Tuesday.



 

The village is located south of the Ibar River, where Serbs live in isolated enclaves.

Nenad Stašić, who lives in the village, told Tanjug news agency that around midnight fire damaged the houses of Milovan Radosavljević and Arso Stepić, but that no one was inside at that time.

Fire crews arrived around 01:00, but the fire had already destroyed Radosavljević's house, whereas the second home was damaged to a lesser degree, he said.

Stašić also said that Serb returnees from the village believe that the houses were set on fire "in order to send a clear message to Serbs that they do not belong in Metohija".

"Last week it was agreed that another 12 houses for Kosovo Serb returnees will be built. This is the message for those people as well that they are not welcome here," the villager said.

Last year, first seven Serb families returned to Drenovac, five of which live in the village permanently.

Kosovo police (KPS) was expected to send "special units to the scene", according to Tanjug. Their role would be to conduct an investigation and determine the cause of the fire.

Dozens of Himara residents, with flowers and wreaths in their hands, visited today the place where took place the tragedy that killed 13 people, 11 of whom were student girls. 

The school students have placed flowers at the location where their peers lost their lives. 

Their prayer was led by two clerics from the Himara Orthodox church, who prayed for the victims of this tragedy, and was followed by dozens of Himara residents and bystanders who stopped for a few minutes.

The police and prosecution experts have continued the investigation for the cause of this tragedy.

(CNN) -- A bus carrying Albanian university students plunged hundreds of feet into a ravine Monday, killing at least 12 people according to police.
Rescuers were working Monday to free students who may be trapped inside the bus, located at the bottom of a deep ravine near the city of Himara, about 136 km (86 miles) south of the capital of Tirana.
According to police, the driver of the private bus carrying about 49 female students from Aleksander Xhuvani University of Elbasan tried to stop the bus for some reason but failed. The vehicle left the road and fell 150 meters (492 feet) into ravine below.
In addition to the dead, about two dozen students were badly injured, according to police.
